Remove words "with changes" from the Data Explorer suboutput report plans name

I believe I did a similar comment on another ticket, but I can not find that ticket @SeanF . I tried to look for it using key words but failed. Maybe we closed it?

This is not urgent, but leaving it here so we do not forget.

We agreed that this "with changes" is not necessary to be shown there, as the general public does not need to know that the information there is not the latest available. This is something DMO can identify from the workspace:

So the change required is to only remove the words "With changes" from the suboutput report in the Data Portal.
